I just finished my first Syndicate War in "C" Division. That was quite an experience. We were killed 204 times and not once that I could find by a member of the Division we were in. Every death was due to an "A" or "B" Division. At 11 minutes 15 seconds wait time per death, 204 deaths amounts to about 38 hours which is better than 1/2 of the entire war. I'm not sure whose idea this setup was but they obviously enjoy sitting on their hands watching a timer rather than playing. I can see attacking up and opening a window for the upper divisions to come back but I don't understand a setup of Divisions that isn't divided whatsoever. The only thing divided is the point spread. Lower divisions get creamed by higher divisions and get far less reward for the pleasure of being cannon fodder.
