I suggest any account that kills a raid more then once be automatically banned for 30 days if this is setup in the code it will keep anyone from ruining raids over and over. Also I think the raids should only be accessible by accounts older than 30 days, and active within the last 30 days. this will prevent the 5 min old accounts from killing the raid again. If a raid is killed by the same account twice the raid should not have a xp penalty
