I don't think so. There are 2 strategies for doing well in syndicate wars: cheating with alts and spending money (or both). More refills and tokens isn't going to help you.
It would allow all of us to play more. I really like The Syndicate Wars but wish we could do more than the 15 minutes to 1/2 hour at a time. I really enjoy the teamwork factor.
